Transport Masterplanning
We work closely with Architects, Landscape Architects and Urban Designers in the preparation of masterplans for large and small development sites, helping to ensure that the layout provides suitable access for all modes of transport, and that the streets and roads contribute to the overall design of the site.

Preliminary highway designs
We prepare designs for site accesses, internal highway networks, modifications to existing junctions and more substantial new highways when necessary. On constrained sites we often test layouts for their ability to cater for large vehicles such as refuse vehicles and articulated lorries.

Home Zones
Home Zones are residential streets that also function as attractive communal spaces. They typically include planting and hard landscaping so that the space looks quite unlike a conventional estate road. Phil helped to draft the Institute of Highways Incorporated Engineers’ Design Guidelines for Home Zones [click here to download] (6.5Mb) and continues to chair the IHIE’s Home Zone working group [click here for website]. We provide detailed advice on home zone design to many clients.

S106/S278 negotiations
Often the outcome of the TA process requires a developer to fund or carry out improvements to the local highway network or to other forms of local transport such as bus service improvements or new cycle routes. We take the lead in resolving these issues through detailed negotiations with the appropriate authorities, usually the local highway authority or the Highways Agency where the works are on the trunk road network. The outcome of these negotiations is often expressed through a S106 or S278 Agreement.

Transport Assessments/ Transport Statements
These reports are needed to accompany any significant planning application. A Transport Statement assesses the accessibility of the site by all modes of transport. A Transport Assessment is a more detailed study that assesses the impact of the development on the capacity and safety of the local transport network, including highways. We have experience of preparing TAs/TSs for all types of development – residential, retail, employment, leisure, mixed use etc.

Public Realm Improvements
We work closely with landscape architects and urban designers on improvement schemes to existing streets, helping to ensure that a balance is achieved between aesthetic and functional considerations. We have experience of engaging with members of the public and other stakeholders as an integral part of this process.
Parking demand and design
Car Parking is almost always a key issue in the design of a development. PJA has developed a methodology for assessing residential car parking demand using Census data, as part of a research project for Government – click here for details (213k). We are using this approach on behalf of a number of public and private sector clients to produce bespoke parking standards that take account of housing mix, location and accessibility. Our design skills help to translate these parking demand forecasts into workable layouts.

Site access appraisals
We regularly provide advice to developers and landowners on the potential for access to development sites, particularly in the light of landownership or other constraints. We often undertake speed surveys to assess whether adequate visibility can be achieved, testing against the advice in the new Manual for Streets, or the more conservative Design Manual for Roads and Bridges, as appropriate.

Transport Research
PJA has worked alongside Transport Research Laboratory (TRL) on research into the relationship between the environment and driver behaviour, as part of the preparation for Manual for Streets. The report was published as TRL661 – click here to download (11Mb). PJA is part of the TRL consortium for the Department of Transport’s research programme on Road Safety Behaviour and Attitudes. Travel Plans
Travel Plans are reports that set out how the number of motorised trips to a site will be reduced. They may be prepared on behalf of an occupier, such as an employer or public body, or in for a development site in advance of an occupier being identified. Travel Plans are also increasingly required for residential development sites and may commit the developer to promote sustainable transport such as bus services or cycle routes.
